a. Welands Application
#456, Logging Activity, 2256 Scully Road, Trappe
The project requires a regular permit
because of proposed drainage improvements to the road and improvements to an
existing disturbed wetland that served as a landing during a prior logging
operation.
David Askew introduced the project. There
is outstanding issue regarding access to the parcel via Scully Road. A portion
of the road was discontinued as a town road and two individuals own the parcels
on either side of the road west of the Trappe parcel. Therefore, the Commission
is requesting that Mrs. Trappe obtain written permission to use and improve the
discontinued portion of the road. The improvements to the road were requested
by the Commission to improve drainage and erosion control. The owners
representative, Christian Kruger, a Licensed Forester from Green Meadow Lumber
Inc., contends that the town road extends to the Trappe property. David Askew
suggested that the town attorney be consulted regarding the boundary of the
discontinued portion of the road, since there is conflicting information regarding
its location.
Mr. Krueger reviewed other aspects of the project
including access to the remainder of the site and improvements to the existing
landing. Logging within wetlands will be limited to 50%, as required under the
Permitted Use of Right provision in the regulations. Mr. Krueger has identified
approximate wetland boundaries. Because the site is so wet and difficult to
log, David Askew recommends that no logging occur during wet weather.
The state has similar restrictions on state pieces that are logged and Mr.
Askew will request a copy of the language used in state contracts.
Motion to
adjourn was made by Lise Wood, seconded by Karl Walton and unanimously approved
by the Commission. The meeting was adjourned at 7:30 p.m.
Respectively submitted,
Joan
Formeister, Secretary
