Regular Meeting Minutes

Thursday, September 12, 2002

 

Call To Order:  The meeting was called to order by Chairman John Torres at 7:36 PM.

 

Members Present:  Secretary took attendance and members present were John Torres, Ed Mack, Jim Beaulieu, Pamela Lloyd and alternate member James Meagher, Jr.

 

Public Hearing:  Secretary Mrs. Lloyd read Legal Notice:  Leonard Lacasse 10 White Oak Road, Somers, CT.  The application was presented by Mr. Leonard Lacasse, the Applicant.

 

After the presentation and discussion a motion was made by James Beaulieu; second by Pamela Lloyd and was voted unanimously to close the Public Hearing at 7:47 PM.

 

Regular meeting continued at 7:48 PM.

 

Minutes Approval – July 11, 2002:  After a brief review and one correction on page 2 to add “to close the Public Hearing” at the end of the first paragraph.  Mr. Torres made two comments:  1.  Extensive details of content in discussions should not be included in regular meeting minutes.  Summaries of discussions can lead to interpretations and should not be included.  Mrs. Lloyd is to take general notes that will be formally typed by Town Hall staff.  2.  The ZBA votes should be attributed  to the entire Board and not broken down by named individual.  A motion to accept the Minutes with one correction was made by Jim Beaulieu; second by Jim Meagher, Jr. and voted to approve unanimously.

 

Public Hearing Discussion and Decision – Leonard Lacasse:  Members briefly discussed Leonard Lacasse application.  Mr. Torres reminded all members to make every effort to visit sites of applications and stated that he, Mrs. Lloyd and Mrs. Daigle will make every effort to make sure the meeting packets reach the members in sufficient time to allow site visits.  Mr. Mack made the motion to end discussion and vote on the application; Mr. Beaulieu seconded and the motion carried unanimously.

 

The Board voted unanimously to approve an eight foot variance to the side yard setback for an above ground pool for Mr. Lacasse.

 

Old Business:  Mr. Torres provided all the members with a copy of the most recent summons from David Gavlak and Hillside Springs Farm, Inc. dated 8/14/02 received at Town Hall on August 30, 2002.  No other old business was discussed.

 

New Business:  Mr. Torres submitted the Zoning Board of Appeals Annual Report for July 1, 2001 to June 30, 2002.  The report was read by each member and briefly discussed.  Mr. Mack brought up for discussion a letter regarding the Board of Selectmen’s acceptance of Mr. Jackson’s suggestion that ZBA applications be available at the Town Clerk’s Office and that Candida Daigle (temporary employee) will handle the remainder of the process for the ZBA.  The use of the tape recorder at all meetings using ZBA tapes was also discussed.  No other correspondence was received.

 

Bills:  A motion to pay all outstanding bills including a recent bill for blank tapes for the recorder was made by Jim Meagher; seconded by Ed Mack.  The motion was carried unanimously.

 

Adjournment:  A motion to adjourn the meeting was made by Jim Beaulieu; seconded by Pam Lloyd.  The motion carried and the meeting was adjourned at 8:28 PM.
