3/17/03;

I. CALL TO ORDER:
Chairman Peter Klein called the meeting to order at 7:31 p.m. Members present were: Peter Klein; Lise Wood; George Sulikowski; Robert Martin; Marie Burnette and Alternates Roy Slater; Jill Conklin. Also present was Town Planner, Patrice Carson.
II. MINUTES APPROVAL: February
18, 2003
Robert Martin made a motion to approve the 2/18/03 minutes, as written. This motion was seconded by George Sulikowski and unanimously approved by the Commission.
III. OLD BUSINESS: There
was none.
IV. NEW BUSINESS:
a. Special Use Permit Application for Temporary Mobile Home
for Emergency Housing, 70 Mountain View Road, Clark
Karen Clark, 70 Mountain View Road, said she needs a trailer on her property to be used as emergency housing for herself and her husband while their home - severely damaged by fire - is repaired. She showed a picture of the trailer to be used - which looks like a small house - and will be located at least 25 - 35 feet off the road. Only a small portion of the trailer will be visible from the road. The only problem appeared to be the connection to the septic system - which has been resolved by the Sanitarian, Steven Jacobs.
Karen Clark said her husband burned the bottom of
his feet in the fire and is currently in a Rehabilitation program. However, he could be released by the doctor
within a few weeks and Mrs. Clark needs a place for them to live.
The next Zoning meeting is scheduled for April 7,
2003. After a discussion, Patrice
Carson suggested and it was the consensus of the Commission to schedule a Special
Meeting on March 31, 2003 for a public hearing on this issue. Hopefully, Mrs. Clark can get the Special
Use Permit before her husband is released from the rehabilitation program.
Lise Wood made a motion to schedule a Special Zoning
meeting on March 31, 2003 at 7:00 p.m. in order to hold a public hearing for a
Special Use Permit to install a mobile home at 70 Mountain View Road for
temporary housing while the home is being restored from a fire. This motion was seconded by Robert Martin
and unanimously approved by the Commission.
V. STAFF/COMMISSIONER REPORTS:
A copy
of Jim Taylor's ZEO report for the weeks of 2/10/03 through 3/10/03 will be
attached to the minutes of this meeting.
Jim Taylor has also started the gravel bank renewal
process for 2003 and has sent out letters to all gravel bank operators.
Jim Taylor also suggested changes to (3) Zoning
Regulations. Patrice Carson said she
would draft these changes - as well as other regulation changes - involving
such issues as kennels and a ridge line regulation (waiting for wording from
the Town Attorney on the ridge line regulation). All drafts will be forwarded to the Town Attorney for his
comments.
Marie Burnette asked about the dilapidated bus in
the side yard on Main Street and was told that there have been no complaints
about this bus.
VI. AUDIENCE COMMENTS: There
were none.
VII. CORRESPONDENCE AND BILLS:
Patrice
Carson said there will be an Economic Summit meeting to be held at Town Hall on
April 30, 2003 - probably at 7:00 or 7:30 p.m.
The committee is looking for ideas on economic development from the Land
Use Commissions. Patrice will supply
more specific information on this meeting when it is given to her.
There are two bills from the Journal Inquirer:
February 3rd meeting $47.22
February 18 Public Hearing $125.92
Lise Wood made a motion to approve payment of these bills; seconded by Robert Martin and unanimously approved by the Commission.
A letter was received from Angela Koehler of
Sunshine Farms Drive which stated that the property value of her home is being
negatively affected by the industrial properties that are nearby.
VIII. ADJOURNMENT:
Motion to adjourn was made by Robert Martin; seconded by Marie Burnette and unanimously approved by the Commission. The meeting adjourned at 7:55 p.m.
