                                     Regular Meeting Minutes

                                            July 10, 2003

  

 

Call To Order: Chairman Torres called the meeting to order at 7:32 PM.

 

Members Present: John Torres, Ed Mack, Pamela Lloyd, Dan Scully, Jim Meagher, Jr., and Jim Beaulieu.  Absent: Ken Young.

 

Public Hearing

          1.  Robert and Elaine Bujak

          2.  Mary Lou Gray continued from June 12, 2003

 

Chairman Torres opened the Public Hearing at 7:33 PM.  Secretary, Pamela Lloyd, read the legal notice.  Commissioner Ken Young arrived at 7:34 PM and is present on the Commission.

 

 After presentation by Bujak applicant, motion made by Commissioner Scully to cease discussion; second by Commissioner Beaulieu.  Motion approved unanimously.

 

After presentation by Gray applicant and Granier abutter, motion made by Commissioner Mack to close the public hearing; second by Commissioner Lloyd.  Motion approved unanimously.  Public hearing ended at 8:00 PM.

 

Minutes Approval - June 12, 2003: Motion made by Commissioner Beaulieu to accept the Zoning Board of Appeals June 12th, 2003 Minutes as presented; second by Commissioner Scully.  Motion approved unanimously.

 

Public Hearing Discussion/Decision

          1.  Robert and Elaine Bujak

          2.  Mary Lou Gray

          3.  Bruce Wood and David Gavlak

 

After discussion, motion made by Commissioner Beaulieu to cease discussion and vote on the Bujak application; second by Commissioner Lloyd.  The Board voted to unanimously approve the application for the addition of a proposed portico roof enclosure over their front entrance steps.

 

After discussion, motion made by Commissioner Scully to cease discussion and vote on the Gray application; second by Commissioner Mack.  The Board voted to unanimously approve the application for the location of a proposed un-attached four-bay garage addition.

 

Commissioner Mack has recused himself from the Wood/Gavlak decision; Commissioner Scully has also excused himself due to his absence at the last meeting.  Alternates Jim Meagher, Jr. and Ken Young will be seated.

After much discussion, motion made by Commissioner Young to end discussion and vote on the appeal; second by Commissioner Beaulieu.  The Board voted unanimously to overrule the cease and desist order issued by the Zoning Enforcement Officer on December 30, l996.  The Board ruled that the collection, storage and transportation of spring water constitutes a legal nonconforming use on this property.

 

Old Business: Purchase of video equipment and Commission I.D. photos tabled to next meeting.

 

New Business: ZBA Recording Secretary asked that more transcription tapes for future public hearings be ordered.

 

Correspondence: None.

 

Bills: Motion made by Commissioner Lloyd to approve all bills including the Journal Inquirer in the amount of $739.78; second by Commissioner Scully.  Motion approved unanimously.

 

Adjournment: Motion made by Commissioner Mack to adjourn; second by Commissioner Beaulieu.  Motion approved unanimously.  The meeting was adjourned at 9:02 PM.
