MEETING MINUTES
December 11, 2003
Call To Order: The Chairman called the meeting to order at 7:33 PM.
Members Present: John Torres, Pamela Lloyd, Ed Mack, Sr., Jim Meagher, Jr., Jim Beaulieu. Absent: Dan Scully and Ken Young.
Public Hearing
1. Dan Roulier
Chairman Torres called the public hearing to order at 7:34 PM. Secretary, Pamela Lloyd read the legal notice. Applicant Dan Roulier approached the Board. Audience member, Blaine Buck had a question regarding signature on application form. Motion made by Commissioner Beaulieu to cease discussion, second by Commissioner Mack. Motion approved unanimously.
As the second applicant, Thomas and Lisa Fragomeni, informed the Board that they would be late, the regular meeting continued at 7:47 PM.
Minutes Approval - Sept. 11th, Oct. 16th and Nov. 13th, 2003: Motion made by Commissioner Mack to approve the Sept. 11th, 2003 minutes as presented, second by Commissioner Beaulieu. Motion approved unanimously.
Motion made by Commissioner
Meagher to approve the Oct. 16th, 2003 minutes with correction on
bottom first page to “Liquori”; second by Commissioner Lloyd. Motion approved unanimously.
Motion made by Commissioner Meagher to approve the Nov. 13th, 2003 minutes as presented, second by Commissioner Lloyd. Motion approved unanimously.
Public Hearing Discussion/Decision
1. Dan Roulier
Motion made by Commissioner
Beaulieu to cease discussion and vote, second by Commissioner Meagher. The Board voted unanimously to approve a 10'
setback sign variance.
Old Business: Commissioner Meagher was asked to provide recommendations regarding the purchase of a digital camera and monitor. Commissioner Meagher will explore whether a monitor with a DVD player would be more beneficial to the Town for record archival purposes and will follow up with Ken Young. Update will be provided at next meeting.

Mr. Fragomeni approached the Board. No abutters were present. Motion made by Commissioner Beaulieu to close the public hearing, second by Commissioner Meagher. Motion approved unanimously.
Regular meeting resumed at 8:38 PM.

Motion made by Commissioner Lloyd to cease discussion and vote, second by Commissioner Mack. Motion approved unanimously to approve variance.
New Business: Chairman Torres would like to attach guidelines to ZBA application forms for applicant. In the past, such guidelines had been provided. Chairman and ZBA Clerk will try to locate old guidelines and present to Board at the next meeting.
Chairman Torres discussed the meeting dates for the 2004 calendar year with the possibility of changing the meeting day to Tuesday or Wednesday instead of Thursday. All members present agreed that changing the meeting day to Tuesday was acceptable. The ZBA will meet on Tuesday evenings for 2004.
Correspondence: A memo was received from the Town Clerk regarding filing of meeting dates for the Board by January 31, 2004.
Chairman Torres provided a newspaper article regarding the availability of Town notices on the Internet.
A Freedom of Information workshop is available to all Board and Commission members and Town staff on Tuesday, January 27th, 2004 at 7:30 PM at Town Hall.
Bills: Motion made by Commissioner Beaulieu to approve all outstanding bills including the Journal Inquirer in the amount of $448.59 and $204.62, second by Commissioner Lloyd. Motion approved unanimously.
Adjournment: Motion made by Commissioner Beaulieu to adjourn the meeting, second by Commissioner Lloyd. Motion approved unanimously. The meeting ended at 8:52 PM.
