                                           REGULAR MEETING MINUTES

                                                         February 10, 2004

 

Call to Order: Chairman Torres called the meeting to order at 7:33 P.M.

 

Members Present: John Torres, Ed Mack, Sr., Jim Beaulieu, Dan Scully, Jim Meagher, Jr., Barbara Flebotte.  Absent: Pamela Lloyd. 

 

Ed Mack, Sr. will be the Acting Secretary in place of Pamela Lloyd.

 

Jim Meagher, Jr. will be seated for Pamela Lloyd.

 

Public Hearing

 

          1.  Michael Bushior

          2.  David Birkenshaw

 

Chairman Torres called the Public Hearing to order at 7:34 P.M.  The Acting Secretary read the legal notice for Michael Bushior.  Attorney James Carlson and Mr. Bushior approached the Board to present their application.  Abutters Roger and Frederick Bradley were present and did not oppose application. 

 

Acting Secretary read the legal notice for David Birkenshaw.  Mr. Birkenshaw approached the Board to present his application.  Commissioner Beaulieu recused himself as he is an abutter for this application.  Barbara Flebotte will be seated for Jim Beaulieu.  Chairman Torres read correspondence sent in by abutter, Angela Koehler of 43 Sunshine Farms Drive into the record.   Dave Minney of 31 Country Fair Dr. was present and opposed the application.  Chris Folden of 7 Country Fair Dr. was present and opposed any lights on the sign.  Debbie Barnes of 65 Sunshine Farms Dr. was present and did not oppose the application.

 

Motion made by Commissioner Scully to close the public hearing; second by Commissioner Meagher.  Motion approved unanimously.

 

The Public Hearing ended at 8:09 P.M.

 

Commissioner Beaulieu re-seated.

 

The regular business meeting resumed at 8:10 P.M.

 

Minutes Approval - January 13, 2004

 

Motion made by Commissioner Meagher to accept the ZBA minutes for 1/13/04 as presented; second by Commissioner Beaulieu.  Motion approved unanimously.

Motion made by Commissioner Scully to cease discussion and vote; second by Commissioner Mack.  Motion approved unanimously.  The Board voted unanimously to deny Michael Bushior’s application.

 

Barbara Flebotte is now seated for Commissioner Beaulieu.

 

          2.  David Birkenshaw

 

Motion made by Commissioner Scully to cease discussion and vote; second by Commissioner Meagher.  Motion approved unanimously.  The Board voted unanimously to deny David Birkenshaw’s application.

 

Commissioner Beaulieu is re-seated.

 

Old Business: None.

 

New Business: Chairman Torres located an old copy of ZBA Applicant’s Guide from former member, Edna Pellissier.  Each member received a copy and is to use this as a draft to update and present a new format at the next meeting.

 

Correspondence: Chairman Torres received notification from the Board of Selectmen that James Beaulieu has been appointed as a full time ZBA Commissioner and Barbara Flebotte has been appointed as a ZBA Alternate.

 

Bills: Motion made by Commissioner Beaulieu to pay all bills for the ZBA including the Journal Inquirer in the amount of $283.32; second by Commissioner Scully.  Motion approved unanimously.

 

Adjournment: Motion made by Commissioner Scully to adjourn; second by Commissioner Mack.  Motion approved unanimously.  The meeting was adjourned at 8:34 P.M.
