SPECIAL MEETING MINUTES
2/12/04; 6:00 p.m.
Town Hall
I. CALL TO ORDER:
Chairman
Karl Walton called the meeting to order at 6:02 p.m. Members present were:
Karl Walton; Cliff Bordeaux; Brad Pellissier and Greg Genlot seated for
Mike Collins.
II. AUDIENCE PARTICIPATION: None
III. OLD BUSINESS: None.
IV. NEW BUSINESS:
a. 8-24
Referral: Substantial Improvement of
Town Property, 619 Main Street, Town of Somers
Chairman
Karl Walton stated that the Planning Commission received a request in the form
of a letter from the Board of Selectmen after their Regular Meeting of February
9, 2004 for the Planning Commission to review plans for the renovation of Kibbe
Fuller School.
Patrice
Carson noted that no plans had been submitted to the Planning Commission. Some
written descriptions were submitted but they do not make specifications
regarding both the Recreation Department or the Teen Center. The commission also discussed the possibility
of moving the Police Station to the former Fire Station.
After
discussing the Plan "A" and Plan "B" project program
proposals the board unanimously made a consensus to return the literature back
to the Board of Selectmen and request that they get back text with more detail
necessary for them to make a decision.
b. Reappoint
Open Space/Trails Subcommittee
Patrice
Carson showed the commission a current list of the members involved with the
Open Space and Trails Subcommittee. It
was discussed that the Chairman of this committee must also be a member of the
Planning Commission.
MOVED
(PELLISSIER) SECONDED (BORDEAUX) AND PASSED UNANIMOUSLY TO RE-APPOINT ALL 16
CURRENT MEMBERS TO THE OPEN SPACE AND TRAILS SUBCOMMITTEE.
c. Discussion
of Plan for GIS
Patrice
Carson stated that the Board of Selectmen at their meeting on January 26, 2004
discussed a projected plan to implement the GIS system and requested the
Planning Commission to put down in writing a definition of the GIS and what its
capabilities are and how it can be used to support the various land use
commissions.
The
commission discussed GIS training that will be necessary in order to get the
system up and running. Karl Walton
suggested that there is a chemistry teacher at Somers High School familiar with
GIS and that either she or a student might provide some training for land use
staff. Patrice will get some background
information to the Commission for their next meeting.

VIII. MINUTES APPROVAL: Deferred
to next meeting.
