The meeting was called to
order at 7:30pm by
Chairman Roland.
SHS—P.Roland
informed committee that no permit has been issued by the
Building Inspector, who will not give us a date when it will be
forthcoming.
P.Roland also found out that Robin Hewey
has been hired by BOS to do “third party review”, without Building Committee being informed but with BOF
approval.
Mr. Hewey
has finished a short list of items to be addressed. Delays in construction are already starting
because of the Building Inspector,
lack of permit and cooperation. D.Pinney stated the
Building Inspector said the
contractor should be able to move ahead, but the
Clerk of the Works, E.Zahner, said we need the
permit to dig and do footings. Per D.Pinney, we will
have the permit May 12. Consensus of the
committee is Hewey’s list should be addressed.
There was discussion of the payment timetable and meeting dates; J.Formeister stated her understanding was that different
dates would all be Special Meetings and minutes could not be approved.
SHS staff has questioned whether certain trees and shrubs can be saved. Those too close to power lines will come down, others will
be dug up and transplanted.
Discussion electric line
relocation, negotiating with power company now. A motion was made (O’Brien), seconded (Butler), and unanimously
approved to approve release of All-Phase to a contractor’s directive on a
T&M basis to relocate power, telephone, fiberoptic,
and security lines which are in the
way of proposed footings, and this directive will be
monitored by a subcommittee of P.Roland, J.Persano, and J.Butler.
FF&E for science labs
totals $17,180.
There was a brief report
from the Media Center
study sub-committee. It was decided the Building Committee’s
next meeting should be held in the SHS Media
Center for better
understanding of suggested changes in plans.
SES bids---reports were
given from T.Jefferson, P.Roland,
and D.Moser on references contacted. Many stated their
experience with Nutmeg Builders was its role as a Mechanical Contractor and not
GC; additional references for similar school projects
in which Nutmeg had acted as GC were not forthcoming.
Discussion of budget; all
submitted bids are over our budget. A
motion was made (O’Brien), seconded (Persano), and unanimously approved to
accept Alternates 1, 2, and 5 of bid document to stay within our approved
budget. Enfield Builders: $1,755,000; Nutmeg
Builders: $1,760,711, Mountford: $1,762,000 with these alternates.
A motion was made (Cowles),
seconded (Butler),
and unanimously approved to recommend Enfield Builders as apparent lowest
qualified bidder for SES, based on references checked, acceptance of alternates
to keep within budget, and time for completion of project.
MBA---meeting minutes were
distributed from MEP meeting 5/3/04. Drawings to estimator as
MPN heads into construction documents.
Timing for going out to
bid---J.Persano will discuss with BOF.
