SPECIAL MEETING MINUTES

Monday, August 9, 2004

7:30 p.m.

Town Hall Conference Room

 

I.          CALL TO ORDER:

 

Chairman Peter Klein called the special meeting to order at 7:31 p.m.  Members A.J. Calder, Peter Klein and Lise Wood, and Alternates Jill Conklin (seated for Marie Burnette), John Normand and Peter Chiporus (seated for Rob Martin), and were present and constituted a quorum.  Also in attendance were Patrice Carson, Town Planner, and Jim Taylor, Zoning Enforcement Officer.

 

II.        OLD BUSINESS:

 

a.         Discussion/Possible Decision:  Site Plan Application For Computer Repair Business, 48 South Road (Unit 16), Diakostavrianos

 

The applicant stated that he intended to open a computer repair, parts and service business at 48 South Road, Unit 16.  Discussion followed about the type of services he would be providing.

 

Patrice Carson stated that the Planning Commission had reviewed Mr. Diakostavrianos’ application at their last meeting and recommended it for approval.

 

A motion was made by Lise Wood, seconded by A.J. Calder and unanimously voted to approve Diakostavrianos’ site plan application for a computer repair business at 48 South Road (Unit 16).

 

b.         Discussion/Possible Decision:  Site Plan Application For Office Space (Change of Use From Restaurant/Retail), 8 South Road, Dan Roulier & Associates

 

Rick Granger, from Dan Roulier Associates, presented the plans for change of use from restaurant and retail to office space at 8 South Road.  The office is expected to be used by the Howland and Sargent Insurance Agency.

 

Discussion followed about parking on the site.  There would be 12 parking spaces in the front of the building.  Peter Klein suggested that there be a sign showing additional parking spaces to the rear of the building.  It was decided that parking was adequate.

 

Wheelchair access was discussed and determined to be adequate.  A.J. Calder asked if the handicap parking space was easily accessible to the ramp and was told it was by the applicant.  She also asked if a fence could be used to camouflage the ramp and Mr. Granger replied that the ramp would have to meet the Building Code requirements.

 

A motion was made by Lise Wood, seconded by Jill Conklin and unanimously voted to approve Dan Roulier & Associates’ site plan application for office space (change of use from restaurant/retail) at 8 South Road.

 

III.       CORRESPONDENCE AND BILLS:

 

Patrice Carson has ordered a free copy of the video “What is a Village District” which was offered by the Municipal Bulletin.

 

Three bills were presented:

                $323.75  for the Commission’s 1/4 of the copy machine maintenance bill

                  $70.83  to the Journal Inquirer for the July 26 meeting

                $125.92  to the Journal Inquirer for the June 28 meeting

 

A motion was made by Lise Wood, seconded by A.J. Calder and unanimously voted to pay the bills.

 

IV.       ADJOURNMENT:

 

A motion was made by Lise Wood, seconded by A. J. Calder and unanimously voted to adjourn the August 9, 2004 Zoning Commission special meeting at 7:55 p.m.
