WPCA Meeting Minutes

10/5/04; 7:30 p.m.

Town Hall Conference Room

 

I.          CALL TO ORDER:

 

            Chairman Jim Botellio called the meeting to order at 7:32 p.m.  Members present were:  Jim Botellio; Steve Getman; George VanTasel; Jim Faust; Dan Fraro and Charles Colby (7:40).  Also present was Steve Jacobs, Registered Sanitarian.

 

II.            Approval of Minutes:            September 7, 2004

 

            George VanTasel made a motion to approve the 9/7/04 minutes, as written.  This motion was seconded by Steve Getman and unanimously approved by the Authority.

 

III.       27 Quality Avenue - Change of Use - R. Guisti

 

            The owner is presently gutting the property in order to move a software base business into it.  He needs a Certificate of Occupancy for a new business.  Steve Jacobs' recommendation is an estimated flow of 427 gallons per day, with an assessment of 1.9 EDU's.  The user charge should be deferred until the owner receives a Certificate of Occupancy for the building.  Then we can pro-rate a bill for 1.9 EDU's.  This may change when the owner has tenants.  Steve Getman made a motion to approve an assessment of

1.9 EDU's for 27 Quality Avenue that will be deferred until the owner receives a Certificate of Occupancy for the building.  This motion was seconded by Jim Faust and unanimously approved by the Authority.

 

IV.            Somersville WPCF Expansion Update

 

            We executed an engineering contract with Ward Engineering on October 6, 2004

to do the engineering work for the WPCF expansion with a completion date of 3/31/05.

An escrow account has been set up by the developer.

 

V.            Sewer/Water Billing

            a.            Collection and b. Billing Operator

                        Steve Jacobs reported that the sewer bills went out on time with Shirley Taylor's help.  Payments are starting to come in and Steve is working the billing system.  The new secretary in the Land Use Department has accepted a full-time job as Assistant Town Clerk, so again, we are short of clerical help in the department.

After a discussion, it was the consensus of the Authority to invite David Pinney to the next meeting to discuss the replacement of the part-time Land Use Secretary.

 

The Authority requested that Steve Jacobs ask Town Attorney Carl Landolina to send out a warning of foreclosure letter to the five delinquent accounts that have not responded to

letters requesting payment.

 

VI.            Hazardville Water Company

            a.            Rye Hill Circle Hydrants

            b.            Scitico Pump Station

 

            At their 10/4/04 meeting, the Board of Selectmen voted to pay the accumulated fees for hydrant maintenance to the Hazardville Water Company in the amount of $18,992.40.  Jim Botellio read a letter that Town Attorney Carl Landolina had written to HWC's attorney stating in part that the Town will pay its pro rata share of accrued non-routine maintenance costs for the Somers Booster Station and will continue to pay its share of non-routine maintenance on a pro rata basis with proof of the split supplied by HWC along with the bill. 

 

VII.            Correspondence/Audience Participation

 

            Steve Jacobs received a request from the owner of 208 Four Bridges Road to hook up to public water.  He is willing to pay the $2600.00 water assessment fee.  Charles Colby made a motion to approve hooking up 208 Four Bridges Road to public water after the $2600.00 water assessment fee is paid.  This motion was seconded by Steve Getman and unanimously approved by the Authority.

 

Steve Jacobs the annual notification of the DEP financial assistance program.  The point system does not favor small towns and Somers would not get much priority because our system is operating very well.

 

Steve asked for approval to attend a food service inspector recertification class on October 22, 2004 in Tolland, CT.   Charles Colby made a motion to approve Steve Jacobs attendance at a food service inspector recertification class on 10/22/04; seconded by George VanTasel and unanimously approved by the Authority.

 

An Invitation to Bid was sent out to clean the septic tanks at the Treatment Plant.  Received the following two bids:

                                                Avery Septic               $5140.00

                                                Skip's Septic               $4700.00

After a brief discussion, Jim Faust made a motion to award the contract for cleaning the septic tanks at the Sewer Treatment Plant to Skip's Septic; seconded by Charles Colby and unanimously approved by the Authority.

 

Steve spoke with EPA who stated they are returning to Springfield Road to do some VOC testing.  The property may qualify for remedial action by the EPA during the second half of 2005.

 

Received the quarterly report from DOC on remedial action in the Rye Hill Circle area.

Readings on the groundwater pump and treat systems remain about the same.    No numbers on the SWIA area.  We will get a report in the spring on that area.  The perimeter wells are now tested semi-annually.  The Rye Hill Circle area has not changed.

Polo View Drive has all hooked up to public water with the exception of #10.  The cost of this project has reached 6.4 million dollars.

 

VIII.    Bills:

            Motion to pay the bills made by George VanTasel; seconded by Charles Colby and unanimously approved by the Authority.

 

IX.            ADJOURNMENT:

 

            Motion to adjourn made by Charles Colby, seconded by George VanTasel and unanimously approved by the Authority.  The meeting adjourned at 8:30 p.m.
