SPECIAL MEETING MINUTES

THURSDAY, OCTOBER 21, 2004

 

 

I.           PUBLIC HEARINGS:

 

a.  2004 SOMERS PLAN OF CONSERVATION & DEVELOPMENT

 

Chairman Walton opened the public hearing at 7:00pm.  Mrs. Carson read the legal notice.  Eric Barz, of Planimetrics, reviewed the Plan of Conservation & Development (POCD) and outline which was handed out to the 30 people in attendance.

 

Three (3) people spoke in favor of the POCD.  No one spoke in opposition of the POCD.  Five (5) people asked questions concerning Village Districts, making sure the Plan is implemented and moved forward, preservation of farmland and the ability of farmers to stay in business, and alternative development plans for the Somersville Mill.

 

Mrs. Carson read a report received from the Capitol Region Council of Governments which found no apparent conflict with regional plans and policies or the concerns of neighboring towns, and that all key components had been addressed.

 

Eric Barz, of Planimetrics, recommended two small amendments be made to the POCD which included the removal of the word “limit” from paragraph 3 on page 3-14, and renumbering the second #5 to “6.” Under Accommodate Affordable Housing on page 7-12.

 

A motion was made by Clifford Bordeaux, seconded by Bradley Pellissier, and unanimously voted to close the public hearing at 8:10.  The commission took a 5 minute recess.

 

II.       CALL TO ORDER:

 

Chairman Walton called the Planning Commission meeting of October 21, 2004 to order at 8:17pm.  Members Bordeaux, Pellissier, and Walton and Alternate Members Genlot (seated for Collins) and Kuzman (seated for Hayward) were present and constituted a quorum.  Also in attendance was Town Planner Patrice Carson.

 

III.     OLD BUSINESS:

 

a.  DISCUSSION/POSSIBLE ADOPTION:  2004 SOMERS PLAN OF CONSERVATION & DEVELOPMENT

 

There were no questions or comments from the Planning Commissioners.  The Commissioners pledged to carry out the initiatives in the POCD and felt that it truly expressed the citizens concerns and comments.

 

A motion was made by Clifford Bordeaux, seconded by Georgeanne Kuzman, and unanimously voted to adopt the 2004 Somers Plan of Conservation & Development with the 2 small amendments as stated by Mr. Barz of Planimetrics.  Chairman Walton thanked everyone on the committee and in the audience who had given their time and taken part in the process of preparing the Plan.

 

IV.           ADJOURNMENT:

 

A motion was made by Bradley Pellissier, seconded by Georgeanne Kuzman, and unanimously voted to adjourn the Planning Commission’s special meeting of October 21, 2004 at 8:25pm.
