I. CALL
TO ORDER:
Chairman Joan Formeister called the meeting to order at 7:00 p.m. Members present were: Joan Formeister; Karl Walton; Lise Wood; Dan Fraro and Todd Whitford.
Also present was David Askew, Wetlands Agent.
II. OLD
BUSINESS:
a. Discussion/Possible
Decision: Wetlands Application #511,
Inground
Pool
in Upland Review Area, 72 Pond Circle, Joren (Collins Property)
This is a pool on a residential lot down gradient from the wetland. The contractor was here at the last meeting and was asked to use silt fence to prevent sediment from washing into the road and drainage system. Lise Wood made a motion to approve Wetlands Application #511 with the condition that proper erosion control measures are taken during construction; seconded by Karl Walton and unanimously approved by the commission.
III. NEW
BUSINESS:
a. Wetlands Application #512, Garage
in Upland Review Area, 168
Mountain
Road, Welch
Mr. & Mrs. Welch are refurbishing the old stone cottage on Mountain Road. They will only be filling two to three feet for the proposed garage. David Askew has no objections. The commission agreed to a special meeting on November 17, 2004 to approve this application, provided they have a quorum.
IV. AUDIENCE PARTICIPATION: There was none.
V. STAFF/COMMISSION REPORT:
David Askew reviewed his Wetland Agent's Report with the Commission. The most time consuming event was spending two days in the field checking the wetland boundaries for a proposed subdivision on Stafford/Rocky Dundee Road. A wetland area was missed when it was first flagged and the soil scientist went back and reflagged the boundary.
The Commission approved $200.00 to pay for aerial photographs for a vernal pool study.

The price came out to be $294.00 for (61) photographs. The Commission still has $400.00 left in the project line item account, so there is money available in the budget.
Lise Wood made a motion to accept David Askew's report; seconded by Karl Walton and unanimously approved by the Commission.
VI. CORRESPONDENCE AND BILLS:
Contribution to the District Programs $1,624.00
Two bills from the Journal Inquirer: $118.05 and $62.96.
Karl Walton made a motion to pay the bills and also to approve payment of $294.00 for aerial photographs. Lise Wood seconded the motion which was unanimously approved by the Commission.
The Town Clerk has asked for a listing of the meeting dates for 2005. David Askew presented a draft of these dates. The July meeting date was changed from July 6 to July l3. Karl Walton made a motion to approve the draft of the 2005 meetings, as amended. This motion was seconded by Lise Wood and unanimously approved by the Commission.
Ed Sullivan asked that all capital budget requests be submitted to him.
The lawsuit filed by Jim Wysocki against the town has been withdrawn.
It was the consensus of the Commission that the penalty fee ordinance proposed by the Conservation Commission should have gone to a town meeting for approval before now. Joan Formeister will call the First Selectman and ask why this item has not been introduced at a town meeting.
VII. MINUTES APPROVAL: September 1, 2004 and October 6, 2004
Lise Wood made a motion to approve the 9/1/04 minutes, as written. This motion was seconded by Karl Walton and unanimously approved by the Commission.
Two minor typographical errors were corrected on Page 1 and Page 2. Karl Walton made a motion to approve the 10/6/04 minutes, as amended. This motion was seconded by Lise Wood and unanimously approved.

VIII. ADJOURNMENT:
Motion to adjourn made by Karl Walton; seconded by Lise Wood and unanimously approved by the Commission. The meeting adjourned at 8:40 p.m.
