WPCA Minutes

11/9/04; 7:30 p.m.

Town Hall

 

I.          CALL TO ORDER:

            Chairman Jim Botellio called the meeting to order at 7:31 p.m.  Members present were:  Jim Botellio; Steve Getman; George VanTasel; Jim Faust.  Also present was Sanitarian Steve Jacobs:

 

II.            Approval of Minutes:            10/5/04

            George VanTasel made a motion to approve the minutes of 10/5/04, as written.  This motion was seconded by Steve Getman and unanimously approved by the Authority.

 

III.            Somersville WPCF - Expansion Update

            Steve Jacobs reported that the contracts were executed between Jeff Lipton and the Town.  Jeff made the required deposit with the Treasurer.  Mike Mocko from Ward Engineering has started working on the plans.  Steve met with Mike Mocko a few weeks ago and he is working with the soil scientist to get the wetlands flagged.  It is the responsibility of Ward Engineering to get the plans together during the winter.

 

IV.            Connecticut DOC - PCE Remediation Update

            Malcolm-Pirnie tested the perimeter wells which stay about the same - nothing is moving.  Received a report from Fuss & O'Neill about the SWIA groundwater remediation and the results are very good.  Brought contamination levels in one well down from 25,000 parts per billion to 4,000 pcb.  There will be one more treatment this fall and monitoring will continue.  They hope to be down to CT water quality standards.

One problem was this treatment fouled up the filters for the deep water remediation.  The air filters were shut down for a period of time in the SWIA area.  The HRC product has been a good way to remove contamination and this process is now being used all over the state.

 

V.            Sewer/Water Billing:

            a.            Collections

                        The sewer billing was done in October with about 75% paying on time.  Outstanding for Somersville is $9,300 and for Maple Ridge $1,800.  At the end of this month, we will send out the intent to lien letters to the delinquent accounts.

            b.            Delinquent Accounts

                        Four delinquent accounts were sent to Atty. Carl Landolina for foreclosure proceedings.  One delinquent account came in and paid off his delinquency.

c.            Billing Operator

                        We hope to fill this position by the end of the month.  Received a letter from David Pinney, First Selectman, that this part-time position is being advertised in the

local newspaper.  The computer the billing system is on can not do a windows upgrade.  This will be followed up at the next meeting as an agenda item.

 

VI.            Hazardville Water Company versus the Town of Somers

            Jim Botellio explained the current status to members of the Authority.  He met with HWC last Friday and within (30) days, a payment of $39,097 should be paid to HWC plus $18,000 non-routine maintenance.  Non-routine maintenance costs should remain at 45.2% until the agreement expires in 2011.  The Town Attorney is looking at some other options and Steve Jacobs is working with the assessors to determine the assessed value of the water system.

 

VII.            Correspondence/Audience Participation

            Steve Jacobs wrote a letter to Skip's Septic to let them know they have the contract for the sewer plant.

 

Steve Jacobs drafted the meeting dates for next year.  After a review, George VanTasel made a motion to approve the dates recommended; seconded by Jim Faust and unanimously approved by the Authority.

 

Wood Construction has been requested to quote the water service and

well abatement at 232 George Wood Road.

 

VIII.    Bills

            Reimbursement for an overcharge                               $355.77

            Blake Equipment (new cutters & impellers)                      $411.89

            Journal Inquirer (legal notice)                                      $78.70

            Avery Septic (cleaning the pump station)             $65.00

 

George VanTasel made a motion to authorize payment of the bills; seconded by Steve Getman and unanimously approved by the Authority.

 

IV.            ADJOURNMENT:

            Motion to adjourn made by George VanTasel; seconded by Steve Getman and unanimously approved by the Authority.  The meeting adjourned at 8:15 p.m.
