I. CALL
TO ORDER:
Secretary Dan Fraro called the meeting to order at 7:40 p.m. Members present were: Dan Fraro, Steve Getman, George VanTasel, Jim Faust and Charles Colby (7:50). Also present was Sanitarian, Steve Jacobs.
II. Approval of Minutes: November 9, 2004
Steve Getman made a motion to approve the November 9, 2004 minutes, as written. This motion was seconded by George VanTasel and unanimously approved by the Authority.
III. 112
Main Street - Proposed Change of Use:
Frank Vono, Jr. plans to reopen a restaurant on 112 Main Street, formerly occupied by the Italian Villa. While the building was unoccupied, the EDU rate was lowered from 4.5 EDU's to 2 EDU's. He plans to open a family style restaurant with less than 100 seats. Based on the ordinance, the new user rate will return to 4.5 EDU's. George VanTasel made a motion to increase the EDU rate for 112 Main Street from 2.0 to 4.5 EDU's pro-rated to when the restaurant reopens. This motion was seconded by Steve Getman and unanimously approved by the Authority.
IV. 146
Main Street - Proposed Change of Use:
The old Donut Shop will be converted to a doctor's office on the first floor with an apartment on the second floor. The property is currently assessed at 2.0 EDU's. Based on the ordinance, the new user rate will be 2.33 EDU's. A public hearing will have to be scheduled for next month's meeting to approve the new assessment. George VanTasel made a motion to approve the new user rate of 2.33 EDU's for 146 Main Street and set a public date for January 4, 2005 at 7:15 p.m. in the Town Hall Conference Room. This motion was seconded by Jim Faust and unanimously approved by the Authority.

V. Somersville
WPCF - Expansion Update
Ward Engineering had a soil scientist go out to the site and re-flag the wetlands. There will be no direct impact on the wetlands. Ward Engineering is working on the plan and has until March 1, 2005 to complete their evaluation.
VI. Sewer/Water
Billing
a. Collection Update:
The collections as of this date show a delinquency in water of about $5,200, $9,200 delinquent on the user charges for Somersville and $2,200 delinquent for Maple Ridge. Thirty properties were delinquent as of 12/1/04. Intent to Lien letters have been sent out on these thirty properties and four have paid off.
b. Delinquent Accounts:
We have not heard from the Town Attorney about the (4) largest delinquencies. Tax Collector Ed Jekot uses a collection agency for longstanding delinquent accounts. They go out and collect the money owed and add their fee onto the bill. Steve Jacobs will review this possibility with the Tax Collector and the collection agency to see what their fee would be.
c. Billing Opertator:
Over twenty applications were received for this part-time position. The applications are in the process of being reviewed.
d. Computer Update:
The Computer Committee is reviewing why we cannot do the Windows update on the computer housing the billing system. Due to the sensitivity of the billing system, this computer should not be used for regular e-mail.
VII. Somersville
Water - Cash Flow:
Jim Botellio is concerned about the Somersville Water cash flow due to the payments that must be made to Hazardville Water for the Scitico Pump Station. As Jim is not present tonight, this will be discussed in more detail at the next WPCA meeting.
VIII. Executive
Session - Hazardville Water Company versus Somers
It was the consensus of the Authority that an executive session is not needed.
The total bill for pump station maintenance was $24,500; Somers share was listed as
approximately $11,000. The Authority would like to know what was done for this money and will ask for an itemized bill from HWC. Steve Jacobs will work with the Town Attorney in order to resolve this issue.

IX. Correspondence/Audience
Participation:
Received a quote from Wood Construction to do the water hookup and well abandonment at 232 George Wood Road in the amount of $3,750.00. George VanTasel made a motion to approve Wood Construction to do the water hookup and well abandonment at 232 George Wood Road; seconded by Jim Faust and unanimously approved by the Authority.
After a brief discussion, the WPCA meeting dates for 2005 were established and approved by members of the Authority. These dates will be turned over to the Town Clerk for her records.
X. Bills:
Ferguson Water Works (replace manholes at Maple Ridge $827.00
McCalister-Bicknell (chemicals for Sewer Plant) $45.84
Sonitrol (security system for Sewer Plant) $245.88
Skip's Septic (clean the tanks on Maple Ridge) $4,260.00
Ct. Management Services (program changes on billing system) $150.00
One appropriation for the Food Inspector. This is a grant
reimbursement ($3847.92)
George VanTasel made a motion to pay the bills; seconded by Charles Colby and unanimously approved by the Authority.
XI. ADJOURNMENT:
Motion to adjourn made by Steve Getman; seconded by Dan Fraro and unanimously approved by members of the Authority. The meeting adjourned at 8:15 p.m.
