CONSERVATION MINUTES

SPECIAL MEETING

Wednesday, July 27, 2005

7:00 p.m.     Town Hall

 

I.          CALL TO ORDER

 

Vice Chairman Karl Walton called the special meeting to order at 7:15 p.m.  Members Dan Fraro, Karl Walton, Todd Whitford and Lise Wood were present and constituted a quorum.  David Askew, Wetland Agent, was also in attendance.

 

II.        OLD BUSINESS

 

a.            Discussion/Possible Decision:  Wetlands Application #522, 1-Lot Subdivision and Driveway in Upland Review Area, 119 Parker Road, Buck Builders LLC

 

Blaine Buck presented revised plans for the 1-lot subdivision, which modifications included a detention basin.  David Askew noted that he had not requested the installation of a detention basin but rather a sediment basin, and he wondered if there had been some confusion in communication with Sandy Aeschliman or the Town Engineer.

 

He also reminded the Commission that he requested details regarding erosion control.  In addition, Mr. Askew has requested that a drainage swale be installed along the driveway.  There is no need for rip rap, but there should be stone check-dams.

 

A motion was made by Todd Whitford, seconded by Lise Wood and unanimously voted to approve wetlands application #522 for a 1-lot subdivision and driveway at 119 Parker Road with the following 2 conditions:  1) That a sediment basin be constructed; and  2) that drainage swales, with stone check-dams, be built along the edges of the driveway.

 

b.            Discussion/Possible Decision:  Modification of Permit #507, New House, In-ground Pool and Septic in Upland Review Area, 53 Stafford Road, Torcia

 

Mr. Askew presented plans for the site, explaining that when this site was approved originally, the house was over 50 feet from the wetlands.  The house currently proposed is larger than previously approved and is approximately 30 feet from the wetland.  In addition, the applicant would like to construct an in-ground pool.  He explained that the applicant is agreeable putting in a split rail fence as indicated on the plans which will include markers showing where the wetlands are.

 

A motion was made by Lise Wood, seconded by Todd Whitford and unanimously voted to approve the modification of wetlands application #507 for a permit for a new house, in-ground pool and septic in upland review area at 53 Stafford Road, Torcia.

 

c.            Discussion/Possible Decision:  Wetlands Application #526, In-ground Pool in Upland Review Area, 24 Goodwin Drive, Damon

 

David Askew presented plans of the site located on the corner of Goodwin Drive in Somersville.  He reviewed with the Commission that the applicant had come in for a house addition in April.  He is now seeking a permit to construct an in-ground pool within the regulated area.  Mr. Askew has checked out the soils and found the wetlands are at least 50 feet away and will not be adversely impacted.

 

A motion was made by Lise Wood, seconded by Todd Whitford and unanimously voted to approve wetlands application #526 for an in-ground pool at 24 Goodwin Drive.

 

III.            ADJOURNMENT

 

A motion was made by Lise Wood, seconded by Dan Fraro and unanimously voted to adjourn the Conservation Commission Special meeting of July 27, 2005 at 7:28 p.m.
