COMMISSION

MINUTES -
SPECIAL MEETING
Wednesday,
October 12, 2005
6:45 p.m.
Town Hall
I. CALL
TO ORDER:
Chairman Joan Formeister called the meeting to order at 6:50 p.m. Members present were: Joan Formeister, Karl Walton, Lise Wood and Todd Whitford. Also present was Wetlands Agent David Askew and Developer Rick Leno.
II. New
Business:
a. Wetlands Application #527,
Commercial Addition in Upland Review
Area,
59 Field Road, Ulitsch
This proposed addition is adjacent to an altered wetland area that has been in general use for over twenty years. David Askew asked the applicant to flag the wetland area and this has been done. David will notify Connecticut Water Company of the proposed commercial addition as they do have a well in the area. No additional clearing of the land is necessary and the addition will be on a cement slab. Mr. Utilsch said that the building will be used for the storage of motorcycles. There will be no floor drains in the building.
The applicant will return for a decision on his application at the next meeting of the Conservation Commission to be held on November 2, 2005.
b. Wetlands Application #528,
Subdivision, Battle Street, Leno
Developer Ric Leno reviewed the proposed site plan for his subdivision with members of the Commission. He proposes one road called Cooper Lane and a cul-de-sac called Brookside Drive. This property of about 55 acres contains a considerable amount of wetlands - one wetland area encompasses 8 and one-half acres. He will not be altering any wetlands except for a road crossing but will have outfalls. Sanitarian Steve Jacobs did testpits on the property and recommended individual septic systems as opposed to a community septic system that he felt would not be approved by the DEP.
David Askew will walk the site next week and have his recommendations ready for the next Conservation Commission meeting on November 2, 2005.
