I. Call
to Order
Chairman Jim Botellio called the meeting to order at 7:36 p.m. Members present were: Jim Botellio; Jim Faust; George VanTasel; Charles Colby; Dan Fraro and Steve Getman. Also present was Steve Jacobs, Registered Sanitarian.
II. Approval
of Minutes: October 4 and
November 1, 2005
Charles Colby made a motion to approve the 10/4/05 and 11/1/05 minutes as written; seconded by Jim Faust and unanimously approved by the Authority.
III. Somersville
WPCF - Expansion Update:
Steve Jacobs reported that we have received a letter from the DEP giving us conditional approval for the expansion. The DEP does not want to sewer new areas and would prefer that we did not consider expansion of the sewer system into undeveloped land. We should also formally request of the DEP that our permit be modified to approve an increase up to 100,000 gallons per day.
Steve Jacobs sent a letter to the Town of Vernon requesting that they accept all of our septage from the sewer plant. He has not received a reply as yet.
The next step is that Mike Mocko has to put together the final plans. We should hopefully get them by early spring and then we can go out for bid. At the next meeting, we can formally accept the application from the developer for the sewer and water expansion. After the WPCA approval, the developer's application will go to the Planning Commission and then to a public hearing. Planning should have its public hearing in January and Mike Mocko should submit his plans by February 1, 2006 so the DEP has time to review them.
IV. Sunset
Drive - TCP Contamination:
All the homes have had filters installed except one at 18 Main Street where the State is waiting for a contamination sample. 23 Main Street wants to be resampled to confirm the contamination. Then filters will be installed.

V. Goodwin
Drive - Request for Sewer Extension:
65 Goodwin Drive has problems with the leachfield which has flooded his backyard and he would like to hook up to public sewers that do exists on the opposite side of the street. Soil conditions are terrible in this area. Steve has done some preliminary surveying in this area. We could get a gravity sewer system in there if the homeowner on the corner agrees to let the sewer main go through the corner of his property. We could do a survey of the residents on this street to see if they would want sewers and how much they would be willing to pay in order to have a public sewer line installed. There would be (13) households that would use this new sewer system, if approved. Steve Getman suggested that Steve Jacobs look at this area to see if any other failures are imminent. The estimated cost per property to install public sewers would be approximately $7,000. We will review this issue again in the spring.
VI. Sewer/Water
Billing
a. Collection Update:
Jim Botellio signed off on two lien releases. Intent to lien letters were sent out to 32 accounts that have not paid their bill. We will wait until the end of the month before the liens are placed on the properties.\
b. Delinquent Accounts:
Long-term delinquent accounts have still not paid, and we will turn these accounts over to Town Attorney Carl Landolina to initiate foreclosure procedures. Lisa Lockyer is doing a good job of learning the billing system - with very few mistakes.
c. Billing Operator:
George VanTasel made a motion to award a bonus of $1,000 per year for the two years that Steve Jacobs handled the billing system prior to the hiring of a billing system operator (basically 1-1-04 through 12-1-05). Steve Getman seconded this motion that was unanimously approved by the Authority.
VII. 2006
WPCA Meeting Dates:
After a review of the draft, Charles Colby made a motion to approve the meeting dates as presented by Steve Jacobs; seconded by Steve Getman and unanimously approved by the Authority.
VIII. Correspondence/Audience
Participation:
Steve Jacobs received a progress report on 58 Springfield Road. The EPA is done with the cleanup and will be pulling out of there by the end of this week. They will come back in the spring to dress up the site. They will be putting in a couple of monitoring wells in the area. A note will be placed on the land records indicating there is still some contamination on the site.

Received a copy of a letter that the First Selectman sent to Bill Kulas from 42 Polo View Road stating that the town was not responsible for paying his water bill after his ten free years of water paid for by the State was over.
Steve Jacobs sent a memo to the selectmen regarding the manhole adjustments on Main Street. It looks like the town is going to pay for these adjustments.
There was a brief discussion about repairing the area by the bridge in Somersville in order to keep the water main from freezing.

X. ADJOURNMENT:
Motion to adjourn made by Steve Getman; seconded by Charles Colby and unanimously approved by the Authority. The meeting adjourned at 8:45 p.m.
