CONSERVATION MINUTES

REGULAR MEETING

Wednesday, February 1, 2006

Town Hall – 7:00 p.m.

 

I.          CALL TO ORDER

 

Chairman Joan Formeister called the regular meeting to order at 7:02 p.m.  Members Joan Formeister, Dan Fraro, Lise Wood and Karl Walton were present and constituted a quorum.  Wetlands Agent David Askew was also present.

 

II.        OLD BUSINESS

 

a.         Wetlands Application #530, New House in Upland Review Area & Driveway Crossing Wetlands, 120 Florida Road, Ferro

 

Stacy and Greg Ferro presented plans for their new Florida Road home.  The plans addressed issues discussed at the January meeting and Mr. Askew noted grading at the front of the house, approximately 20 feet from the edge of the wetlands.  The plan included the clearing limits for the project and driveway crossing of wetland and stream.

 

A letter has been received from Soil Scientist Rick Zulick, who concluded that the wetland finger closest to the proposed construction results from a prior application.  Mr. Askew agrees with this finding.  He asked that the wetlands be permanently delineated with posts at 50 to 75 foot intervals and/or the major points.  In addition he asked to be notified prior to work being done in the stream area.  Mr. Askew noted that he had no other issues with the application.

 

A motion was made by Karl Walton, seconded by Lise Wood and unanimously voted to approve Wetlands Application #530, with the conditions that there be a pre-construction meeting with Mr. Askew, that the stream crossing work be done under low-flow conditions, and that the wetlands be permanently marked with posts at 50 to 75 foot intervals and/or at all major points.

 

b.         Other:  Discussion Wetlands Application #528, 25-lot Subdivision, Battle Street, Leno

 

In fulfillment of the condition for approval made at the January 4, 2006 meeting, Dave Askew presented the revised plans for the Gillette Crossing subdivision which show 2 lots along Battle Street.  The plan received a favorable review and was acceptable to the Commissioners.

 

III.       NEW BUSINESS

 

a.         Election of Officers

 

A motion was made by Lise Wood, seconded by Dan Fraro and unanimously voted to keep the present slate of officers for the new year; namely, Joan Formeister as President, Karl Walton as Vice President, and Lise Wood as Secretary.

 

b.         Other - No other New Business was presented.

 

IV.       AUDIENCE PARTICIPATION - There was none.

 

V.         DISCUSSION:  PLAN OF CONSERVATION AND DEVELOPMENT

 

The January 30, 2006 POCD meeting was cancelled.

 

Karl Walton reported that Attorney Landolina is finalizing the proposed changes to the Zoning Regulations regarding subdivision density requirements.

 

VI.       STAFF/COMMISSIONER REPORTS

 

David Askew presented the Wetland Agent’s Report and plans received for proposed clearing around the pond at Dr. Whitley’s home on Miller Drive.  An application for pond dredging and grading around the pond will be submitted.

 

After brief discussion, a motion was made by Lise Wood, seconded by Karl Walton and unanimously voted to approve the Report as presented.

 

VII.      CORRESPONDENCE AND BILLS

 

Michael Mocko submitted his January report on the Grower Direct, Hampden Road property.

 

No bills were presented.

 

VIII.    MINUTES APPROVAL

 

A motion was made by Lise Wood, seconded by Dan Fraro and unanimously voted to approve the minutes of the January 4, 2006 meeting as presented.

 

IX.       ADJOURNMENT

 

A motion was made by Lise Wood, seconded by Karl Walton and unanimously voted to adjourn the February 1, 2006 Conservation meeting at 8:07 p.m.
