CONSERVATION MINUTES

SPECIAL MEETING

Wednesday, April 19, 2006

7:00 p.m.     Town Hall

 

I.          CALL TO ORDER

 

Chairman Joan Formeister called the special meeting to order at 7:01 p.m.  Members Candace Aleks, Henry Broer, Joan Formeister, Dan Fraro, Karl Walton, Todd Whitford, Lise Wood and Alternate Member Daniel Fraro were present and constituted a quorum.

 

II.        OLD BUSINESS

 

a.            Discussion/Possible Decision:  Wetlands Application #538, New House in Upland Review Area, 15 Horsehoe Lane, Roulier & Associates

 

After brief discussion, a motion was made by Karl Walton, seconded by Lise Wood and unanimously voted to approve Roulier & Associates’ application #538 for a new house in an upland review area at 15 Horseshoe Lane, with the condition that a pre-construction meeting be held with David Askew to discuss erosion control.

 

b.            Discussion/Possible Decision:  Wetlands Application #539, In-ground pool in Upland Review Area, 4 Somerset Lane (Laakso Property), Julianao’s Pools

 

Joan Formeister explained that David Askew has no issues with this application.  A motion was made by Lise Wood, seconded by Dan Fraro and unanimously voted to approve Julianao’s Pools’ application #539 for an inground pool in an upland review area at 4 Somerset Lane.

 

c.            Discussion/Possible Decision:  Wetlands Application #540, New House in Upland Review Area, 1027 Main Street, Warren

 

Upon reviewing the plans, discussion followed that the brook is very close to where the home is planned and that it is important to permanently delineate the wetlands.  Concern was expressed that a split rail fence may not be permanent or adequate as a buffer.  It was the consensus of the Commission that permanent markers be used.

 

A motion was made by Karl Walton, seconded by Lise Wood and unanimously voted to approve Warren’s application #540 for a new house in an upland review area at 1027 Main Street with the following conditions:  1.  A pre-construction meeting is to be held with the Wetland’s Agent to discuss erosion control.  2.  The wetlands are to be permanently marked from WB 27 through WB 31, with badges affixed.  3.  Split rail fence is to be erected along the edge of the clearing limit as shown on the plan.  4.  No clearing is to take place within 25 feet of the wetland.

 

d.            Discussion/Possible Decision:  Wetlands Application #541, Work Around Pond and Wetlands, 17 Orchard View, Whiteley

 

Frank Cicciarella from Frank’s Landscaping presented revised plans.  He has discussed the plantings with David Askew and has removed the path from around the pond.  The outlet pipe will be raised so that the pond will take in more water.  To protect the vernal pool activity, Mr. Askew has asked that no changes be made in the water level until he has given approval.  It is estimated that Mr. Askew will give approval in Mid-July.

 

A motion was made by Henry Broer, seconded by Lise Wood and unanimously voted to approve Whiteley’s application #541 for work around a pond and wetlands at 17 Orchard View with the condition that no change is to be made to the water level until approval is received from the Wetlands Agent.

 

III.            ADJOURNMENT

 

A motion was made by Lise Wood, seconded by Dan Fraro and unanimously voted to adjourn the April 19, 2006 Conservation Commission meeting at 8:00 p.m.
