I. Call
to Order:
Chairman Jim Botellio called the meeting to order at 7:50 p.m. Members present were: Jim Botellio, Jim Faust, Dan Fraro and Steve Getman (7:50). Also present was Town Sanitarian Steve Jacobs.
II. Approval of Minutes: July 11, 2006
A sentence was added on page 3, top of page. "George VanTasel asked if Connecticut Water Company could be assessed for tying into the town and CWC's water line."
A motion was made by Dan Fraro, seconded by Steve Getman and unanimously approved to approve the minutes, as amended.
III. High
Ridge Estates - Public Water Extension:
This is George Leaska's subdivision parallel to Loubier Drive. He would like to extend public water off George Wood Road to serve (14) homes. If the Authority approves, an assessment agreement will be sent to him. The developer will pay for the water main and the assessment for his building lots. This development is out of our service area so we will have to do a one-time assessment agreement. The developer will turn the water main over to Hazardville Water when hookups are complete. Steve Getman made a motion to draft an agreement with High Ridge Estates, the WPCA and Hazardville Water Company for a water assessment for 14 homes and will have this draft reviewed by the Town Attorney, seconded by Dan Fraro and unanimously approved.
IV. Goodwin
Drive - Sewer Main Extension:
Steve Jacobs received a copy of a letter to our Town Attorney from the attorney representing the owner of 23 Goodwin Drive stating that the requested easement should be worth in excess of $5,000. However, the owner is willing to take the $2,000 that the WPCA offered if the town repaves his driveway. After a discussion, Jim Faust made a motion, seconded by Steve Getman and unanimously approved to proceed with the proposal from the attorney for the owner of 23 Goodwin Drive that would include a payment of $2,000 plus the paving of his driveway to WPCA specifications in order to have an easement across the corner of the 23 Goodwin Drive in order to connect to the public sewer line already in place.

V. Somersville
WPCF - Expansion Update:
Steve Jacobs does not have an update on the sewer expansion plan approval. He is trying to reach Bill Hogan of the DEP and ask him to try to accelerate the approval process. The developer should have ten houses built by next spring and the present system can handle this capacity without any problem.
VI. Sunset
Drive - TCP Contamination Update:
All the wells that tested clean or with trace amounts of TCP were retested and one more well tested contaminated. There are 12 homes that have contamination and 13 clean or with only trace amounts plus two homes on Main Street that tested clean. The State has provided filters for these wells and is supposed to issue a consent agreement to propose public water for this street. One or two residents are complaining that the State is not putting in a water main. If the state issues a consent agreement, then the town can apply to the Clean Water Fund to finance the project.
VII. Maple
Ridge O&M Budget:
Steve Jacobs reviewed the proposed budget with members of the Authority. He is proposing no increase in user charge to keep the user fee at $81.00 per EDU. He said overall the budget is in really good shape and does not require an increase this year. Jim Faust made a motion to approve the proposed Maple Ridge O&M budget as presented. Dan Fraro seconded this motion that was unanimously approved by the Authority.
VIII. Somersville
O&M Budget:
Steve Jacobs presented the proposed budget to the Authority. After a discussion, it was decided that the proposed amount for CL&P was too low and should be increased by $1,200. This would bring the total budget to $54,600 which would create a 6.6% increase in user fee, bringing the fee up to $198.00 per EDU. During the next fiscal year, at least ten new users will come on board which could lower the user fee. Dan Fraro made a motion to approve the proposed budget, as amended. This was seconded by Jim Faust. The vote was: 3 in favor; 0 opposed and one abstention (Steve Getman). The motion passed.
A motion was made by Dan Fraro, seconded by Steve Getman and unanimously approved to set the public hearing date for approval of these budgets for September 5, 2006 at 7:15 p.m. in the Town Hall Conference Room.
IX. Correspondence/Audience
Participation:
The treasurer's office would like the WPCA annual report to be in their office by the end of the month.

Received a letter from DEP regarding Bastarache at 111 Main Street. His well is still contaminated and he would like to hook up to public water. The State has been supplying bottled water to his residence.
Received a letter from Ed Sullivan asking that we use purchase orders for all projects over $200.
Received a letter from the DEP regarding 19 Scitico Road. Their well tested clean so they are not going to hook up to public water. The well will be monitored on an annual basis.
Received a letter from the DOT stating they have reviewed the proposed new sewer line at the prison. The Town still has not received a copy of these plans. It appears that the Connecticut Water Company's water line on Bilton Road is going in the same area as the sewer line into Enfield.
