I.          Public Hearing:

                        Somersville WPCF and Maple Ridge CSS 2006-2007 O&M Budgets

 

            Secretary Dan Fraro opened the public hearing at 7:20 p.m., and read the legal

notice.  Steve Jacobs increased the budget line item for CL&P to $4,500 as requested by the Authority at their last meeting, resulting in a new user rate of $198 per EDU for Somersville.  No-one was in the audience for this public hearing.  Therefore, Steve Getman made a motion to close the public hearing; seconded by Jim Faust and unanimously approved by the Authority.  The public hearing ended at 7:24 p.m.

 

II.        Call to Order:

            Chairman Jim Botellio called the regular meeting to order at 7:24 p.m.  Members present were:            Jim Botellio, 7:22 p.m, Dan Fraro, George VanTasel, Steve Getman, Elinor Labutis, Jim Faust and Charles Colby, 8:00 p.m.  Also present was Steve Jacobs, Registered Sanitarian.

 

III.            Approval of Minutes:            August 1, 2006

            A motion was made by Steve Getman, seconded by Dan Fraro and unanimously approved by the Authority to approve the minutes of 8/1/06, as written.

 

IV.            Approval of Somersville WPCF 2006-07 O&M Budget:

            A motion was made by George VanTasel to approve the Somersville WPCF budget as revised for the 2006-07 fiscal year establishing a $198 per EDU charge.  This motion was seconded by Dan Fraro.  The vote was:  4 in favor; 0 opposed, 2 abstentions

(Getman and Labutis).  The motion passed.

 

V.            Approval of Maple Ridge CSS 2006-07 O&M Budget

            A motion was made by George VanTasel, seconded by Steve Getman and unanimously voted by the Authority to approve the 2006-07 Maple Ridge Comm./O.S.

System budget establishing a $81.00 per EDU charge.

 

VI.            Somersville WPCF - Expansion - deferred until Mike Mocko arrives.

VII.            Goodwin Drive - Sewer Main Extension

            Steve Jacobs reported that the Town Attorney, Carl Landolina, has stated that the owners of 23 Goodwin Drive are willing to accept the WPCA offer of $2,000 for the easement plus the re-paving of his driveway.

 

The owner of 48 Goodwin Drive is having trouble with his septic system which brings us to 3 properties having serious problems with their septic systems in this area.

 

George VanTasel expressed concern over the cost of repaving the driveway at 23 Goodwin Drive stating that paving costs have jumped in price.

 

Steve Jacobs said he would do the engineering for the sewer line in order to save money.  He said the sewer line will have to be installed over the water line.  George VanTasel said he thinks that sewer, water and gas lines have to be installed above the frost line.  Steve Jacobs will check on this.  Mike Mocko said these lines should be okay if they are encased in cement and have stone underneath - or you could use ductile iron with stone underneath.

 

Steve Getman made a motion to accept the cost of $2,000 plus repaving of the driveway at 23 Goodwin Drive in order to secure an easement on the corner of his property that will allow a tie-in to the existing sewer line.  This motion was seconded by Elinor Labutis and unanimously approved by the Authority.

 

Jim Botellio said he would be on the agenda of the Board of Finance meeting the end of September to seek approval of the cost of this sewer line extension which he estimates between $75,000 and $90,000.  This cost will be recouped from assessments on each individual property.  Jim has spoken with the Board of Selectmen and they appear to be in favor of this sewer line extension.

 

VI.            Somersville WPCF - Expansion Update:

            Mike Mocko reported that the DEP has the approval letter for the expansion project drafted and ready to send.  As far as he knows, the UV expansion unit is the only hang-up which can be changed if they insist.  The changes would be minor so we are almost ready to go.

 

Mike submitted his inspection reports to date and reported that the main sewer line is installed in Somers Village and about half the pump station is completed.  The pressure lines have been tested.  Should be finished within a few weeks.  Hinckley Construction is doing a good job.

VIII.    Sunset Drive - TCP Contamination:

            Steve Jacobs reported that he had a meeting with State Representative Penny Bacchiochi, State Senator John Kissel and First Selectman David Pinney in regard to installing public water on Sunset Drive.  The town is waiting for the DEP to issue a consent order to free up some clean water grant money so we can proceed with installing a water line.  In the interim, residents are using filters and bottled water provided by the State.  18 Main Street has already been hooked up to public water.

 

lX.       26 Newsome Avenue - Proposed Sewer Connection:

            The house at the end of Newsome Avenue is having a problem with its septic system.  The lot is only .39 acres.  The best solution is to gravity feed into the existing sewer line.  Jim Faust made a motion to allow 26 Newsome Avenue to tie into the existing sewer line; seconded by George VanTasel and unanimously approved by the Authority.

 

X.            Correspondence/Audience Participation:

            Steve Jacobs reported that he has finally received plans and specifications for the new sewer line from Osborn Correctional Institution into Enfield, CT.  Members of the Authority are welcome to review them in his office.  The system will bridge the wetlands and go down Taylor Road.  It is a gravity feed system.

 

Steve reported that immigrant workers at Grower Direct and Attalis Farm have been diagnosed with the tb virus.  It was necessary to have a clinic evaluation.  About 170 people were tested and all were negative for active tb.  They will be re-tested within a month.  Both Pam Boyer and Joan Formeister helped with the testing and did a very professional job of conducting the evaluation.  The Authority feels they both deserve a little reward.

Charles Colby made a motion to award both Pam Boyer and Joan Formeister a $25.00 gift certificate to the Olive Garden to show our appreciation for their help. This motion was seconded by George VanTasel and unanimously approved by members of the Authority.

 

Steve Jacobs sent the water connection agreement to High Ridge Estates but has not received it back as yet.

 

Members of the WPCA have been invited to view a brand new HWC water tank on September 21, 2006 at 52 Marion Place in Enfield, CT.  If interested, contact Steve Jacobs.

 

Received the semi-annual test for Rye Hill Circle.  Results are still the same, but monitoring is continuing.

Steve Jacobs drafted up an annual report from the WPCA.  After review, Charles Colby

made a motion to approve the draft as written for inclusion in this year's annual report.  This motion was seconded by Steve Getman and unanimously approved by the Authority.

XII.            Adjournment:

            Motion to adjourn made by Charles Colby; seconded by Jim Faust and unanimously approved by the Authority.  The meeting adjourned at 8:45 p.m.
