BOARD OF FINANCE

SPECIAL MEETING

MONDAY, MARCH 26, 2007

 

 

I.        CALL TO ORDER

 

The special meeting was called to order by Chairman James Persano at 7:05 p.m.  Present were James Persano, Michael Parker, Tom Mazzoli, George Warner and Marilyn Pronovost, .  Also attending:  Treasurer Edward Sullivan, First Selectman David Pinney, Selectman Kathy Devlin, Selectman Joe Tolisano and BOE Director of Business Services Bill Boutwell.

 

II.     EMERGENCY MANAGEMENT GRANT

 

Tom Mazzoli notified the BOF that CIP had endorsed the special appropriation of $50,000 for the Emergency Notification System.  This increases the Budgeted Capital Equipment account from $517,000 to $567,000. 

 

The emergency generator installation expenditure and emergency notification system expenditure will cost $225,000.  $155,000 will be reimbursed with $67,000 coming from a CL&P saleback and $88,000 from the Emergency Management Grant.

 

III.   BOARD OF EDUCATION/SCHOOL CONSTRUCTION UPDATE

 

School construction was not discussed.

 

IV.  SELECTMAN UPDATE

 

There was no update.

 

V.     CIP

 

The CIP discussion included issues regarding the Emergency Management Grant and is included under that discussion.

 

VI.  BUDGET REVIEW MEETING

 

Ed Sullivan submitted the Budtrend Analyses with four scenarios plus a spreadsheet on debt.  The Budtrend Analyses were labeled Schedule #1 - #4.  The Schedules were discussed in detail by the BOF.  The options in Schedule #3 met with the approval of the Board members. 

 

James Persano requested a motion to recommend an increase in the BOE budget 6.0%, to increase the BOS budget 5.5%, to propose a mil increase of .55 mils, and for the 2007-2008 CIP budget to be $567,000.00 with total expenditures of $27,442,546.00, per Schedule #3.

This motion was made by Tom Mazzoli, seconded by Mike Parker and unanimously voted to approve.

 

A Public Hearing will be held April 30th, at 7:00 PM at the Elementary School. The referendum will occur after the hearing.

 

 

VII.            BUDGET FLYER

 

David Pinney requested a commitment to have more information regarding the Town Budget on the Somers.Now website.  He suggested that there should be a statement in the flyer that for more information one can go to the website.

 

Bill Boutwell said that the BOE currently has a presentation on the School website regarding their proposed budget.  He suggested that this could be linked to the Town website, so the public may view this information before the referendum.

 

Jim Persano requested Ed Sullivan show the cost of taxes for an average Somers Family Home in the budget flyer.

 

VIII.         CORRESPONDENCE

 

There was no correspondence.

 

IX.  BILLS, TRANSFERS AND APPROPRIATIONS

 

A motion was made by Tom Mazzoli, seconded by George Warner and unanimously voted to approve the following transfers and appropriations:

 

From the Selectman a transfer of $2,000.00 from New Equipment (10-10-530.5) to Kibbe Fuller Maintenance (10-10-531.2).

 

From Capital Equipment a transfer of $8,200.00 from Capital Reserve (68-10-990.1) to Field #4 Improvements (68-10-785.4).

 

From Capital Equipment a reimbursement appropriation of $110,000.00 to Emergency Generator (68-10-628.2).

 

From the Capital Equipment an appropriation of  $50,000.00 to Emergency Notification System (68-10-628.6).

X.     ADJOURNMENT

 

Jim Persano moved to adjourn the meeting at 7:50 PM and it was unanimously approved.
