WPCA Special Meeting Minutes

Tuesday, May 15, 2007

7:30 p.m.

Town Hall Conference Room

 

I.          Call to Order:

            Chairman Jim Botellio called the meeting to order at 7:35 p.m.  Members present were:  Jim Botellio; Jim Faust; Steve Getman; Dan Fraro; Charles Colby.  Steve Jacobs, Registered Sanitarian, was also present.

 

II.            Somersville WPCF – Expansion Update

            The bid due date for the Sewer Plant Expansion is Thursday, May 24, 2007, at 2:00 p.m. in the Town Clerk’s office.  Fifteen companies have picked up bid packages so we should be able to get a fairly competitive bid.  There will be a bidder’s meeting at the site on Wednesday, May 16, 2007, on 33 Quality Avenue in Somersville.

 

III.            Goodwin Drive – Sewer Main Extension

            Most of the installation and testing has been done.  Steve Jacobs will be meeting with Ken Anderson of Public Works to go over the punch list for repair of the road.  We would like a complete overlay of the road because so much of the existing road was damaged during construction.  The road should be finished by mid-June.  Steve Jacobs will prepare a letter to all affected homeowners telling them that the sewer system is ready for individual hook-up.  He will include with this letter a list of contractors that probably would be willing to do the hook-up.  The contractor that put in the sewer system is not interested in doing the hook-ups.

Some homeowners will want to connect to the sewer system right away and others will elect to wait.  We should have a public hearing on the assessments in June or July and send out the assessment bills along with the regular sewer billing on October 1, 2007.  The homeowners will have a choice to pay the assessment right away or over a period of ten years at 6.1% interest, or they can pay off at any point during the ten year period.

 

IV.       Sunset Drive – DCP Contamination:

            Steve Jacobs reported that we are still waiting for a consent order from DEP.  Nothing has happened since the person handling this issue was transferred to another department.  Residents should be encouraged to contact their state representative and senator to see if they can help revitalize this issue.  Jim Botellio will ask the First Selectman David Pinney if there is anything he can do to help.

 

V.            Correspondence/Audience Participation:

            Steve Jacobs reported that the remaining residents on Rye Hill Circle that are still using filters have received a letter from DEP offering to check their systems to see if

they are operating properly.  It appears that they are looking to phase out this issue.

 

DOC asked the monitoring frequency on two of the fringe wells to see if they could go to annual testing of these wells as there have been no problems and the plume has remained pretty much the same.

            Transfer of $5,800 from General Fund into the Water Assessment Fund for the

            town share of fire protection cost.

            Transfer of $17,000 from Somersville Assessments into the escrow account.

 

            Jim Faust made a motion to approve payment of the bills and approval of the transfers.  This motion was seconded by Charles Colby and unanimously approved.

 

VII.            Adjournment:

            Motion to adjourn made by Charles Colby; seconded by Steve Getman and unanimously approved by the Authority.  The meeting adjourned at 8:20 p.m.
