1. Call to Order: The Civil Preparedness Advisory Committee meeting was called to order by Joe Tolisano at 7:33 a.m.
2. Members Present: Joe Tolisano, David Pinney, Terri Henderson, Art Hoza, Frank Falcone, Ken Anderson, Bill Boutwell (arrived 7:50 a.m.)
Other Present: Anne Kirkpatrick, Jo-Ann Hornyak (Disaster Coordinators – Church of Christ)
3. Update on Emergency Notification
Reviewed proposed resident information sheet to be utilized to obtain and verify accurate contact data for residents that will be used in the Reverse 911 system. Two questions were added to the standard information: Does any resident in the Household require special assistance to evacuate? and Does any resident in the Household require special assistance during a power outage? An email address will also be added to the form. J. Tolisano will check with Reverse 911 about adding these additional fields. Discussion of putting these resident information sheets in with tax bills, on color paper. Information about this process needs to be communicated through newspapers, Somersnow, 911 quarterly newsletter and possibly in tax collectors office/town hall. Discussed duplicate information, update process. Will use Reverse 911 data and verify information with manually completed forms and updated forms. Discussed hiring high school students to input information over the summer.
The phone lines have been installed for the system and the location is wired. Waiting for rack to be installed, then F. Falcone will contact Reverse 911 for set up.

Update on Emergency
Generator
The contract was awarded to Eastern Electric for $131,000. After discussion, the following reductions were agreed to in the amount of $10,000:
$4,000 leaving the generator in the original location vs. moving behind trees
$2500 inverter change
$3500 eliminate performance bond
Still approximately $6000 over budget not including consultant fee of $7200. The generator cost is $65,000. Generator will be installed when school ends, end of June.

Roll of Faith-based
Programs in Emergency Management
Anne Kirkpatrick and Jo-Ann Hornyak are the Disaster Coordinators for the Church of Christ. Their task is to organize local churches in the event of a disaster or emergency. Tasks include but are not limited to: reviewing insurance, fire drills, review of facility resources and identifying and keeping lists of medical care providers. Their goal is to put together a comprehensive emergency plan for one church and share with others. They will train with their organization on a national level and also meet on a statewide basis as well. The question arose if their goal was to take care of the churches solely or act as a resource for emergency management in town. They saw their role as both. They will be meeting with the church to discuss and confirm their role. Frank Falcone shared there is a CERT team training that trains volunteers what to do and what not to do in emergencies. They would then fall under the chain of command during an incident. They will look into CERT training (under Homeland Security). They will begin to attend the emergency management committee meetings to keep informed and updated.
Frank Falcone also suggested the committee consider a weather station for the EOC. He also suggested one member of the EOC be trained in SkyWarn, a group of people that would be trained to gather weather data and report, serving as spotters.
The next Civil Preparedness Advisory Committee meeting will be held August
3rd at 7:30 a.m. at the Fire House.

It was MOVED ( David Pinney) and SECONDED (A. Hoza) PASSED (7-0) to adjourn the Civil Preparedness Advisory Committee meeting at 8:20 a.m.
