MINUTES – MEETING

I. Call to
Order:
Chairman Jim Botellio called the meeting to order at 7:30 p.m. Members present were: Jim Botellio, Dan Fraro, Jim Faust, Steve Getman, Charles Colby (8:15). Also present were Sanitarian Steve Jacobs, and Mike Mocko, Ward Engineering
II. Approval of Minutes: July 3, 2007
Jim Faust made a motion to approve the minutes of July 3, 2007, as amended. This motion was seconded by Steve Getman and unanimously approved.
III. 27
Quality Avenue – Change of Use:
The applicant was not present. Steve Getman made a motion to approve the change of use on 27 Quality Avenue; seconded by Jim Faust. The vote was as follows:
(4) in favor; (0) opposed, (1) abstention (Charles Colby). The motion passed. A public hearing was set for 7:00 p.m. on September 4, 2007 in the Downstairs Conference Room
to accept this change of use. A motion to this effect was made by Charles Colby, seconded by Jim Faust and unanimously approved.
IV. Somersville
WPCF – Expansion Update:
The following has transpired since the last WPCA meeting:
a. Approval was received from the Town, backing the cost of the project
b. Mike Mocko said that we are all set to proceed with the project
c. Dan Hinckley, contractor for the project, will give us a letter of credit
for the pump station contract
d. See attached financial statement. WPCA assessment account – Quality
Avenue pump station analysis
e. Jim Botellio said he has discussed the increased cost with the developer
and everything is in order. We need a letter from the First Selectman
stating the increased cost to the developer from $242,000 up to $442,000.
f. Steve Getman suggested that we have some type of security at the
construction site on Quality Avenue
g. The time schedule is dependent on receiving the materials needed for the
project, such as the tanks needed for the pump station.
V. Sunset
Drive – Public Water – DEP Consent Order:
a. The consent order has been received from the DEP
b. Steve Jacobs suggested that the WPCA have a special meeting to discuss
some of the issues that are in question about this project.

VI. Somersville
WPCF – 2007-08 O&M Budget
a. User charge for 2007-08 remains the same as last year - $198 per EDU
A motion was made by Charles Colby; seconded by Jim Faust and to accept the 2007-08 O&M budget as presented by Steven Jacobs. The vote was: (4) in favor; (0) opposed; (1) abstention (Jim Botellio). The motion passed.
VII. Maple
Ridge Community System – 2007-08 O&M Budget
a. User charge for 2007-08 remains the same as last year - $81.00 per EDU
b. Motion was made by Charles Colby to accept the 2007-08 budget as presented by Steve Jacobs and to set a public hearing date for acceptance of both the Somersville and Maple Ridge O&M budgets for Tuesday, September 4, 2007, at 7:00 p.m. in the Town Hall Conference Room. This motion was seconded by Steve Getman and unanimously approved.
VIII. Correspondence/Audience
Participation:
a. George Rostkowski, auditor, is requesting $80 per hour (see attached letter). Motion to approve made by Steve Getman, seconded by Jim Faust and unanimously approved.
b. Steve Jacobs presented a draft of the WPCA Annual Report, see attached.
Motion to approve the draft as written made by Steve Getman, seconded by Charles Colby and unanimously approved.
c. Hall Hill Estates – arsenic found in two wells. Confirmation samples taken and we are waiting for results. Steve Jacobs will be testing the entire street.
d. A public notice was placed in the newspaper regarding the Goodwin Drive sewer assessments.
e. Water valves in Somersville #70.
f. Rye Hill water test results remain about the same.
g. Letter was sent to 123 Main Street (Galaway) regarding delinquent sewer
user fees.
h. Newspaper ad placed for a new food inspector – applicants will be
interviewed by Steve Jacobs.
IX. Bills:

Charles Colby made a motion to accept payment of the bills presented. This motion was seconded by Jim Faust and unanimously approved.

X. Adjournment:
Motion to adjourn made by Charles Colby; seconded by Jim Faust and unanimously approved. The meeting adjourned at 9:18 p.m.
