3. Emergency Response Plan Briefing
a. Exercise Options: Joe Tolisano stated the committee was at the point where table top exercises should begin to take place. Frank Falcone and Joe Tolisano will come up with a scenario for the town, develop index cards of details of the incident and the EOC team will respond. Good opportunity to evaluate communications, tracking of the event(s) and town response. The first table top exercise will focus around the schools. Dr. Suffredini will coordinate with Joe Tolisano and the drill will take place over the summer.
b. Reverse 911 Training: Training on February 15th went well. Close to 50% of citizens data has been entered into the system (22 hours to date). Dr. Suffredini was asked to determine school access for the system and how the schools would like to arrange data. Once the data is all entered, it will be combined with existing data and groups can be predetermined.
c. CERT Team –ham operators: Frank Falcone and Marcia Mitchell will coordinate a meeting with the ham operators. Community member Dan Thayer, a ham operator, suggested possibly using ham operators at town events to evaluate communications.
d. EOC Equipment: The EOC has been informed they have access to several newer computers. The console will be built shortly. The ham radio equipment should be here soon. When the discretionary budget freeze lifts, other items of need will be reviewed.
e. Other: Mike Provencher continued to evaluate generators in town. The auto start at the elementary school generator does not work. It would cost $1200 for an electric start. The generator also needs spark plugs and air filters along with a total tune-up. He will move to the police station generator, then Kibbe Fuller. The committee agreed this is not discretionary spending and asked Mike Provencher to fix the generators with Civil Preparedness budget dollars.
Frank Falcone shared he is attending a class this week of chief officers regarding command level incident training.
Dan Thayer, a community member, shared there are interested people in town who would like to help with emergency communications, but not be involved in CERT training. He suggested ham operators could be involved in community events other than emergencies to practice coordination. He suggested setting up a core group of people to begin. The committee discussed having Sgt Claudio vet the members if the group is formed.
Frank Falcone asked for everyones email address and will recheck the list for accuracy and send the current list to the committee.
