MINUTES – WPCA SPECIAL MEETING

Tuesday, April 15, 2008

7:30 p.m.

Town Hall Conference Room

 

I.          Call to Order:

            Chairman Jim Botellio called the meeting to order at 7:32 p.m.  Members present were:  Jim Botellio, Dan Fraro, Charles Colby and Steve Getman.  Also present were:

Steve Jacobs, Sanitarian and Mike Mocko, Ward Engineering

 

II.         20 Pinney Road – Lindy Farms – Proposed Water Service

            Lindy Farms is constructing another barn with living quarters at the junction of Pinney and Billings Road.  The barn is 110 x 35 feet with caretaker’s quarters as well as

stables.  By Connecticut law, they have to hook up to public water. 

Charles Colby made a motion to approve Lindy Farms request to hook up to public water for their new barn at the junction of Pinney and Billings Road; seconded by Steve Getman and unanimously approved by the Authority.

 

III.       Somersville WPCF – Expansion Update

            Mike Mocko from Ward Engineering gave an update on the sewer plant expansion.  He said the Quality Avenue pump station is essentially complete and is  operational .  Personnel training still has to be done.  Our contractor, Dan Hinckley, is planning to bill full completion with 10% retainage remaining.  The plant is still operating on existing sand beds.  The two new sand beds are 80% completed.  Grading and seeding remains to be done.  Dan Hinckley dropped in with his bill and stated that all the equipment is in the ground at this point, so it is only

a matter of piping it up.

 

Mike Mocko said the filter tank is in and we are awaiting the filters.  We have to do final connections and grading.  Barry Dolby said he will clear the trees for $2300, stacking the wood.  The town crew will do the grading work.    Mike said there has not been a problem with vandalism at the site – most of the equipment is far too big to carry off anyways.  There would only be about a week of exposure with the fence not in place.  We are shooting for May 15, 2008 as a completion date. 

 

Steve Jacobs said we are having problems with the water pump down at the plant and it would be a good time to hook up to public water.  He will get a quote from Dan Hinckley

and bring it to the next meeting.  Mike Mocko estimated the cost to be somewhere in the neighborhood of $4,600.  Water usage would be minimal so the water bill will not be that

high.  The Authority asked Steve Jacobs to check with the State about grant money if we abandon the contaminated well.

 

IV.       Sunset Drive – TCP Well Contamination:

            Nothing has changed and this public water project is still being held up by the State.  Steve Jacobs sent out a survey to Sunset Drive residents to see how many would hook up to public water.  There are 25 properties and we received 14 responses – 12 were in favor of hooking up to public water and the other two said they would probably hook up later.

 

V.        Somers Public Water System:

            Jim Botellio listed the public water systems in Somers/Somersville:

            1.         Somersville water system – assessment fee

            2.         system that comes off over Polo View Drive and Rye Hill Circle

            3.         system that comes off the development on Highland View Road

            4.         Four Bridges Road and George Wood Road – 15 lots – Jeff Lipton –

                        needs approval.

            5.         Camerota on George Wood Road – family compound – up to 10 lots

                        total

            It is doubtful if Hazardville Water will take over the town’s systems and pay taxes to the town.  However, they have two years to decide.  Currently the town pays for 46% of the maintenance cost.

 

VI.       Correspondence/Audience Participation:

            Steve Jacobs reported that Somersville Mill has been sold and the new owners paid the delinquent amount due to bring their account up-to-date but there is still an unbilled balance of about $7,500 on the water assessment.  Also, the Somersville Mill is going up for auction on April 30, 2008.

 

Received a report from Fuss & O’Neill on the remediation program on the prison property.  They recommend continuing the remediation efforts.  Total cost is presently at $7,500,000.

 

Received the final payment from Gingras Development of $69,267.00

 

VII.      Bills:

 

            Bill from Hinckley Construction:  $135,378 minus $13,538 retainage for a total due of $121,850 which will come out of the project funds.  We are saving about $20,000 because we took about $60,000 out of his contract for the fence and some grading work.

 

Ward Engineering bill of $7,315.00.

Charles Colby made a motion to approve payment of the above bills.  This motion was seconded by Dan Fraro and unanimously approved by the Authority.

 

VIII.     Adjournment:

            Motion to adjourn made by Charles Colby, seconded by Steve Getman and unanimously approved by the Authority.  The meeting adjourned at 8:40 p.m.
