PLANNING MINUTES

REGULAR MEETING

Thursday, April 24, 2008

7:00 p.m.     Town Hall

 

I.                   CALL TO ORDER

 

Mr. Walton called the regular meeting to order at 7:04 P.M.  Members Karl Walton, Joe Iadarola and Scott Sutter (seated for Brad Pellissier) were present and constituted a quorum.

 

First Selectman, David Pinney, addressed the Commission and asked if it was possible to get a brief update on how the public hearing of April 10, 2008 went in regards to the moratorium on all applications for subdivisions and re-subdivisions in the A and A-1 residential zones in the town of Somers.  He added that he had read the meeting minutes but wanted to follow-up in person.

 

Mr. Walton gave an overview of the public hearing which took place two weeks prior.  He stated that he thought that there would be a greater attendance turn out but added that those that did attend or sent correspondence were all in favor of the moratorium.  Mr. Pinney asked now that the moratorium was passed, what were the future steps of the Commission.  Mr. Walton stated that Ms. Carson would be researching surrounding towns to inquire about their percentage of Open Space taken in a subdivision.  Mr. Pinney also was interested in which party would be responsible for the maintenance of the reserved area once the land was acquired.  Mr. Walton stated that that area had not been discussed at this phase of the project, but it was the consensus of the Commission that it would either be established as the responsibility of the homeowner’s association or that of the town.  Mr. Pinney thanked the Commission for their time and ended by stating this project will be “interesting to explore”.

 

II.                OLD BUSINESS

 

a.                   RESUBDIVISION APPLICATION #404, 1 LOT, 539 BILLINGS ROAD & SOUTH ROAD, TULLOCK

 

The Commission reviewed the staff comments that had been addressed and Mr. Tullock noted that Ms. Carson’s comments had been completed and all outstanding issues were “housekeeping” ones that would be addressed prior to the May 8th, 2008 Planning Meeting.

 

A motion was made by Mr. Iadarola; seconded by Mr. Sutter and unanimously voted to tentatively set the public hearing for Tullock’s 1-lot resubdivision application #404 at 539 Billings Road & South Road for Thursday, May 8th, 2008, with the stipulation that Ms. Carson is able to publish the legal notice in accordance with the State Statutes and town regulations.  If not, the public hearing would be set for the following Planning Commission meeting.

 

b.                   RESUBDIVISION APPLICATION #405, 6-LOT, 266 GEORGE WOOD ROAD, CAMEROTA

 

The Commission is awaiting additional information from the applicant and will review this application at their next meeting.

 

c.                   SUBDIVISION APPLICATION #406, 15 LOTS, 399 FOUR BRIDGES ROAD, SOMERS SUN ESTATES, TWO JS LLC

 

The Commission is awaiting additional information from the applicant and will review this application at their next meeting.

 

d.                   OTHER – There was no other Old Business.

 

III.             NEW BUSINESS

There was no discussion on this item.

A motion was made by Mr. Iadarola; seconded by Mr. Sutter and unanimously voted to approve the meeting minutes of April 10, 2008 as written.

 

IX.            ADJOURNMENT

 

A motion was made by Mr. Iadarola; seconded by Mr. Sutter and unanimously voted to adjourn the April 24, 2008 Planning Commission meeting at 7:25 P.M.
