AGENDA –REGULAR MEETING

1.         Call to Order:  The Civil Preparedness Advisory Committee meeting was called to order by Joe Tolisano at 7:36 a.m.

 

2.         Members Present:  Joe Tolisano, David Pinney, Mike Provencher, Maynard Suffredini

 

Others Present:  Anne Kirkpatrick, Jo-Ann Hornyak (Disaster Coordinators – Church of Christ, Bob Cafarelli, Marcia Mitchell (recording)

 

3.         Emergency Response Plan Briefing

a. Preparation for Table Top Exercise  - distribution of Lesson Booklet

Joe Tolisano has material for training exercise and will distribute.  Training exercise will take place June 27th at the firehouse beginning at 8 a.m. and ending approximately 2:00 p.m.  Joe Tolisano will review who should attend the training, specifically key personnel in charge of the emergency management areas.  Maynard Suffredini will have administrators attend. 

 

b.  Emergency Distribution Briefing:  Joe Tolisano distributed a satellite map of the high school/Field Road area.  He suggested the Field Road area be the distribution center in an emergency.  Tractor trailers with food, ice and tarps will park by the soccer fields.  The field will serve as a landing zone as a helicopter must be able to reach the location and land safely – supplies will be flown in or trucked in.  Will need a generator for power.  Discussed options.  Somers is considered Zone 3 and must be able to distribute food/supplies12 hours a day.  Discussion of setting a permanent panel at Field Road or look into purchasing portable lights with generator.  Frank Falcone will research portable lights and cost.   Maynard Suffredini will research if parts of the high school power can be shut off (shelter located at high school) and power used to run distribution center and shelter at same time. 

 

Dave Pinney will contact engineer to assess what type of power is needed to run distribution center.

 

Will need a plan to get diesel to generator.  Should have enough fuel in town to go 7-10 days without outside assistance.  Generator at high school (shelter) will run maximum 3 days on full tank of diesel. 

 

Mike Provencher stated they have loaders in town to assist in taking pallets off the trucks. 

 

An assessment of traffic flow needs to take place at the distribution center.  A tabletop will take place on June 10th regarding this and Frank Falcone will be involved.  He will provide feedback on current plan.

 

People need to plan to be able to survive 3-4 days after an emergency.  It will take the distribution center that long to get up and going.

 

c.       Reverse 911:  Frank Falcone was not present to give an update.  Joe Tolisano will supply the EOC with an LCD projector.

 

A question was raised if those with special needs as well as those in town on respirators or on oxygen have been identified in case of an emergency.  Mailers were sent home last year asking residents to indicate special needs.  Frank Falcone will report at next meeting status.

 

d.      CERT Team –ham operators:  Seven people have expressed interest in being involved, five will attend a meeting of emergency volunteers (June 17th). 

 

CERT volunteers can assist with traffic control and food/supply distribution in an emergency.  Ellington has volunteers for a CERT team and has contacted Frank Falcone to train together and meet at alternate locations.   

 

e.       Other:  Approximately $6000 is left in the emergency management fund.  Discussed immediate needs:  portable lights, cots, blankets (150) for shelter.  Discussed where to store cots/blankets if purchased. 

 

 

4.                  Approve 3/7/08 meeting minutes

It was MOVED (M. Suffredini) and SECONDED (M. Provencher) to approve the 3/7/08 meeting minutes.  PASSED 4-0

 

The next Civil Preparedness Advisory Council meeting is August 1, 2008 at 7:30 a.m. at the fire house.  The July meeting is cancelled.  The committee meets the first Friday of every month. 

 

5.                  Adjournment

It was MOVED ( M. Suffredini) and SECONDED (M. Provencher) PASSED (4-0) to adjourn the Civil Preparedness Advisory Committee meeting at 8:10 a.m.

 

Minutes are not official until approved by Civil Preparedness Advisory Committee.
